White Paper: Terminal Automation Topology & Automation Levels (IEC 62264 / ISA-95)
We are pleased to announce the publication of the new White Paper: Terminal Automation Topology according to IEC 62264 (ISA-95) & Definitions of Automation Levels, which presents a coherent, industry-wide framework for scalable and interoperable terminal automation. The document outlines how TIC4.0 is adapting the well-established IEC 62264 (ISA-95) standard to the port environment to solve long-standing challenges such as fragmented technologies, inconsistent data models, limited interoperability, and bespoke project designs. By defining shared data semantics, functional layers, and process models, the framework supports repeatable automation across both greenfield and brownfield terminals.
This publication also introduces the current phase of work, driven by a dedicated Task Force and three Working Groups focusing on:

Mapping end-to-end terminal processes and automation impacts

Defining consistent system-to-system information flows

Extending the TIC4.0 semantic model with precise automation workflow definitions
A key upcoming deliverable is the TIC4.0 Automation Appendix, a standard reference to support procurement and design of automation solutions based on harmonized functional and data structures. The white paper further addresses major industry challenges—including high CAPEX, legacy IT/OT fragmentation, cybersecurity considerations, regulatory constraints, and workforce reskilling—and highlights how a structured, technology-agnostic model aligned with IEC 62264 can reduce risk, improve integration, and enable progressive automation.
